The Hamlin Township Board met
Thursday, July 10, 1997 at 7:30 p.m. at the Hamlin Townhall. Present: Griffith,
Lewis, Anderson, Voelker. Absent: Petersen. Approximately 8 people in attendance.
Ms. Griffith called the meeting to order and then led the Pledge to
the Flag.
COMMENTS FROM THE FLOOR: None.
On the MOTION of Voelker, supported by Lewis, the Minutes of the June
12, 1997 meeting were approved as written. AA MC
The Treasurer's Report through June 1997, General Fund: $259,438.28
was approved on the MOTION of Voelker, supported by Lewis. RC AA MC
Budget amendments totaling $33,000 in an increase in the following revenues
was approved on the MOTION of Lewis, supported by Voelker:
Revenues 609 Land Divisions + 400.00 676 Reimbursements 2,500.00 681
Transfer from other funds 30,000.00 689 Miscellaneous 100.00 + 33,000.00

Bills totaling $16,505.65 in the General Fund were approved for payment
on the MOTION of Lewis, supported by Anderson. RC AA MC
Bills totaling $29,922.17 in the Fire Operation Fund were approved for
payment on the MOTION of Lewis, supported by Voelker. RC AA MC
On the MOTION of Griffith, supported by Lewis, a transfer of $10,000
from General Fund Revenues to the Fire Operation Fund was approved.
COMMITTEE REPORTS:
Fire Department: 1) On the MOTION of Anderson, supported by Voelker,
the Board approved the hiring of Chad Bray and Thomas Tenney as volunteer
firemen pending driving record clearance. RC AA MC
Assessor
1) On the MOTION of Anderson, supported by Lewis, the Board approved
sending S. Armstrong and C. Anderson to educational training on the Land
Division Act at a cost of $60 plus expenses. RC AA ..MC

Planning Commission: No report - did not meet.
Zoning Board of Appeals:
1) Met 7/7/97: * Steven & Terry Canning, property #53-007-022-052-50,
located at 6825 Jackson Rd.. requested a variance to build an oversized
pole building 30 x 44 or 1,320 sq ft. This exceeds the limit of 960 sq
ft as defined by Ord'mance 34 by 360 sq ft. GRANTED
* R. Peter Heyse, property #53-007-103-022-00, located at 1751 N. Lincoln
Rd., requested a double variance to 1) construct a pole building within
12' of the rear of his property which exceeds the 25' setback requirement
by 13'; and 2) to construct a 1,280 sq ft pole building exceeding the limit
of 960 sq ft as defined by Ordinance 34 by 320 sq ft. The structure will
have a 16 x 40 (640 sq ft) attached lean-to. GRANTED
* David & Janice Machiela, property #53-007-001-046-20, located
at the end of Beatme Rd., northwest of Laman's Landing, requested a variance
to construct a water front home that is 26' high from grade, exceeding
the 18' limit provided by Ordinance 34 by 8'. GRANTED
2) K. Griffith indicated that she will arrange for R. Anderson to meet
with the Zoning Board of Appeals members to review the board's function
due to the increase turnover of members.
3) S. Armstrong informed the board that the Kubat property on Lakeshore
Drive now has a large pond in front of the home. The Kubat's had received
a permit from the DEQ but did not appear before the board for a special
land use which is required. Stan indicated that the DEQ, the Road Commission
and our attorney are reviewing the situation. Stan will report back with
their findings.
Townhall & Grounds: No Report.
Transfer Facility: No Report.
Parks:
1) The Board approved a $.25 pay raise for Gerry Sladick on the MOTION
of Lewis, supported by Voelker. RC AA MC
2) On the MOTION of Voelker, supported by Lewis, the Board approved
the Fischer Fence Company to replace the fence at Wilson Hill Park. RC
AA MC
Roads:
1) Mr. & Mrs. Gary Cabot of 6862 Illinois Street voiced their concern
over the poor visibility at the South Bayou Bridge going up to Stearns.
Mr. Cabot had almost struck a child on the bridge. K. Griffith indicated
that she will speak with Gerry Sladick, Parks Maintenance, to remove the
excess brush that is part of the problem. The Road Commission will also
be notified to replace the double arrow sign and to find out if we can
prohibit fishing/standing/stopping on the bridge. The Board also approved
the installment of a street light at the South Bayou Bridge area on the
MOTION of Voelker, supported by Lewis. RC AA MC
2) K. Griffith will talk with Progressive Architectural Engineering
about developing a site plan that would fit our needs for the newly acquired
park property (Sunkist Cottage).
Lake Board: No Report.
Lake Association: No Report. The Board acknowledge the fireworks and
indicated it was a very nice display.
OLD BUSINESS:
1) The Board tabled the discussion of purchase of new tables for the
townhall until further information is received.
2) The Board received notification from the DEQ regarding a public hearing
on Joseph Johnson's application to salvage/remove logs. The hearing will
be held on August 5 at 7:00 p.m. at the Townhall.
3) The Board reviewed second letter dated 7/4/97 from Barb Beckstrom,
Edgewater Resort, regarding the encroachment and replacement of the township's
dock on her property (Wilson Hill Park). There seems to be a disagreement
as to whether the dock was replaced in the same spot or not. J. Voelker
proposed the possibility of being good neighbors and splitting the cost
50-50 with B. Beckstrom to move the dock. B. Beckstrom will take into consideration
and report back to the board.
NEW BUSINESS:
1) The Board reviewed the Great Lakes High Water Report for the Michigan
State Police Emergency Management and K. Griffith indicated she had filled
out a report for the Epworth area.
2) On the MOTION of Voelker, supported by Anderson, the Board approved
the purchase of the computer printer and table from J. Hyslop for the Clerk's
use at a cost of $275.00. RC AA MC
3) On the MOTION of Lewis, supported by Voelker, the Board approved
the cost of postage and printing for the Hamlin Township Newsletter. RC
AA MC
CORRESPONDENCE:
1) Minutes of the March/April/May Mason County Board of Public Works
regular monthly meetings are available upon request.
2) A copy of the Public Notice issued regarding nationwide permits and
proposed regional conditions in Michigan is available upon request.
3) A copy of the proposed Amendment 97-1 of Mason County's Solid Waste
Management Plan is available upon request. This plan would allow up to
100% of solid waste generated in Mason County to be exported to any other
county in the State of Michigan whose Solid Waste Management Plan specifically
allows for the acceptance of such waste.
ANNOUNCEMENTS:
1) Department of Environmental Quality received an application for a
permit from Barbara Beckstrom, Edgewater Resort, located at 5896 Barnhart
Road.
2) Department of Environmental Quality permits issued in June to: 1)
Daniel Firzlaff, Manistee; 2) William Carpenter, Lakeshore Dr.; 3) Carl
D. Carie, St. Clair Shores; 4) Pine Knob Recreation, 2738 Piney Ridge Rd.
3) A Soil Erosion and Sedimentation Control Permit was issued to Barbara
Beckstrom, Edgewater Resort, located at 5896 Barnhart Road.
4) Drainage Problem Inspection Reports were processed for Thomas &
Joy Belongia, 3299 N. Jebavy Drive and Dale & Barbara Brockelbank,
6844 W. Travis Drive.
5) The Mason County Township Officer's meeting will be held July 17,
1997.
