REGULAR
MEETING
December 11, 1997
The Hamlin Township Board met Thursday, December
11, 1997 at 7:30 p.m. at the Hamlin Townhall.
Present: Griffith,
Lewis, Anderson, Petersen. Absent: Voelker.
Approximately 6 people in attendance, including B.
Forgue, K. Lemke
Ms. Griffith called the meeting to order and then
led the Pledge to the Flag.
COMMENTS FROM THE FLOOR: None.
On the MOTION of Griffith, supported by Petersen,
the Minutes of the November 13,1997 meeting were approved.
AA MC
The Treasurer's Report through
November 1997, General Fund: $268,332.50 was approved on the MOTION of
Lewis, supported by Petersen. RC AA MC
A. Anderson indicated she will transfer $5,000 from
the General Fund to cover Fire Operations bills and an additional $17,000
from General Fund Savings to General Fund Checking to cover approved bills.
Budget amendments totaling $21,300 in an increase
in revenue in accounts 574 - State Revenue Sharing, 665 -Interest and 676
Reimbursements were approved on the MOTION of
Lewis, supported by Anderson. RC AA MC
Bills totaling $17,334.42 in the General Fund were
approved for payment on the
MOTION of Anderson, supported by Petersen. RC AA
Bills totaling $776.37 in the Fire Operation Fund
were approved for payment on the
MOTION of Lewis, supported by Anderson. RC AA MC
COMMITTTEE REPORTS
Fire Department:
1) On the MOTION of Lewis, supported by Anderson,
the Board approved sending 7 firemen to Firefighter class in January at
a cost not to exceed $600 in tuition and books. RC AA MC 2) The Fire Dept.
is looking into less expensive radio solution.
3) West Shore has completed vehicle maintenance.
4) Discussed with Kwik Print photo ID cards - they
will soon be here.
5) S. Vandervest indicated the purchasing of hand
held radios is on hold.
6) Cathy Holleman and Kevin Healy resigned effective
12/1/97.
7) Runs in November totaled 10: 6 medical; 1 controlled
burn; 1 mutual aid; 2 false alarms total runs to date - 142.
9) On the MOTION of`Anderson, supported by Lewis,
the Board approved $100 per day up to seven (7) working days for fire personnel
hurt on the job. RC AA MC
10) Discussion was held regarding the Rural Fire
Authority's request to change the boundary line for fire coverage. The
Rural Fire Authority wants to take over up to Victory Corners Rd. The Western
Mason County Fire Authority and the Rural Fire Authority will hold a meeting
on Monday, December 15, 1997.
Il) On the MOTION of Anderson, supported by Petersen,
the Board reappointed S. Vandervest
as Fire Chief. RC AA MC
Assessor:
1) Board of Review was
held on December 9, 1997.
2) S. Armstrong is looking into the dog situation
at Dewey's Bait Shop on the corner of Jagger and Lincoln Roads.
Zoning Administrator:
1) November Land Use Permits (4)
*Peter & Zarin Dobrzelewski, 3474 N. Sherman,
construct single fanlily dwelling w/basement 52 x 38;
*Linda Schoenherr, 1808 N. Tall Oaks East, construct
single family dwell. w/basement & attached garage 58 x 32;
*George Dorrell, 6507 Grand Ave, demo permit/remove
existing cottage;
*Gary Nelson, 2867 N. Jebavy Dr., addition to single
family dwelling on back 14 x32.
Planning Commission:
1) On the MOTION of Lewis, supported by Anderson,
the Board reappointed Mary McCarthy and Ruth Ann Petersen to three year
terms on the Commission (12/31/97-12/31/00) AA MC
Zoning Board of Appeals:
1) On the MOTION of Anderson, supported by Lewis,
the Board reappointed Andy Casperson and Charles Miller to four year terms
on the Board (12/31/97-12/31/01) AA MC
2) After the first of the year, the Board will advertise
for an alternate to the Zoning Board of Appeals.
Townhall & Grounds:
1) K. Griffith indicated that the tables will be
shipped in six to eight weeks.
Transfer Facility: 1)
No Report.
Parks:
1) K. Griffith indicated that the inventory of trees
at the South Bayou Park has not yet been completed.
Roads:
1) On the MOTION of Lewis, supported by Anderson,
the Board approved the petition from the residents on George Street and
Robert Street requesting the na~es be change to North George Lane and West
Robert Road. C. Lewis will send original petition to the Mason County Road
Commission along with letter requesting they change the names. AA MC
2) K. Griffith will discuss with S. Armstrong the
possibility of relocating the sign at the corner of Dewey and Jebavy. It
blocks the view of traffic.
Lake Board: No Report.
Lake Association: No
Report.
OLD BUSINESS:
1) Received letter from the Department of Environmental
Quality regarding the violation filed against Hamlin Township. The MDEQ
finds that the dock, as it stands, shall be allowed to remain at its current
location as long as the no parking area located on the east side of the
dock, on Ms. Beckstrom's property, shall be strictly enforced and physical
access shall be blocked off. Mr. Sladick will put up mesh or boards in
the spring to block access.
NEW BUSINESS:
1) Discussion on paying Board members for extra activities
such as serving on the Hamlin Lake/Pere Marquette Water and Sewer Authority
Board was tabled until further investigation.
CORRESPONDENCE:
1) Received letter from Governor Engler's office
indicating that he has forwarded our road resolution to the Michigan Dept.
of Transportation and thanking us for our interest.
2) Received letter from Governor Engler stating his
opposition to slant drilling under Ludington State Park and apologizing
for the delay in his response. He thanked the Township for our concern
and interest.
ANNOUNCEMENTS:
1) Minutes of the Western Mason County Fire District
Authority meetings held in September and November are available upon request.
2) A soil and sedimentation control permit has been
issued to Edward & Judy Busch, 5906 N. Maple Lane.
3) MDEQ violation was sent to Mr. Mike Kalis.
4) Department of Environmental Quality permits have
been issued to: - David J. Hall, 4322 N. Lakeshore Dr.; - Ronald L. Petersen,
2958 Jebavy Dr.; - James Miller, Jr., 6136 Beaune Rd.
5) The Michigan Townships Association will hold its
45th Annual MTA Conference in Detroit on January 20-23, 1998. On the MOTION
of Griffith, supported by Anderson, the Board approved sending a representative
covering the cost for food, lodging, travel, and the conference fee. RC
