The Hamlin Township Board met
Thursday, April 10, 1997 at 7:30 p.m. at the Hamlin Townhall.
Present: Griffith, Lewis, Anderson, Petersen.
Absent: Voelker. Approximately 10 in attendance including B. Forgue, K.
Lemke, .
Ms. Griffith called the meeting to order and then led the Pledge to
the Flag.
On the MOTION of Petersen, supported by Griffith, the
Minutes of the March 13, 1997 meeting were approved as written. AA

On the MOTION of Petersen, supported by Anderson, the Minutes of the
March 27, 1997 Settlement Day meeting were approved as written. AA
MC
The Treasurer's Report through March 1997,
General Fund: $343,146.72 was approved on the MOTION of Lewis, supported
by Petersen. RC AA MC
Bills totaling $14,317.03 in the General Fund were approved for payment
on the MOTION of Lewis, supported by Petersen. RC
AA MC
Bills totaling $2,235.03 in the Fire Operation Fund were approved for
payment on the MOTION of Lewis, supported by Petersen. RC
AA MC
COMMITTEE REPORTS:
Fire Department:
1) Victory Corner bridge is out and was closed as of March 3, 1997.
2) Attended a meeting in Scottville regarding the potential hazards
of the new gas line which will be operating as of April 15, 1997.
3) The new airpacks have been ordered.
4) The new truck is expected to arrive sometime in August, 1997.
5) Runs for March, 1997: 2 Chimney Fire 1 Personal Injury, Accident
2 Medical 1 Gas Leak 6 Total runs; This makes a total of 153 calls for
this year.
Assessor: No Report.
Zoning Administrator:
1) The annual report for 1996/97 was distributed. There were a total
of 119 permits issued, 141 projects permitted, and 16 zoning variances
granted - 3 denied.
2) March Land Use Permits (5) *Dave MacLean, 6984 Partridge Circle,
construct single family dwelling 32 x 68; *Todd Schrader, 44.4.4. N. Jebavy
Dr., construct single family dwelling 30 x 70; * Dear Brothers Assoc.,
3159 N. Lincoln Rd., enclose rear porch 12 x 34 and add deck; *Robert Seidel,
1495 Marilyn Ave., convert garage to living space 21 x 22 & add 20
x 22 garage; *Jennifer Miller/Reum, 5414 N. Beaune Rd., construct single
family dwelling 46 x 46 wo bsmt & attchd garage.
3) On the MOTION of Anderson, supported
by Lewis, the Board adopted Ordinance #40, Land Division Ordinance, with
the inclusion of charging a $250.00 fee for processing applications and
indicating that parcels created by a land division shall not be less than
30 feet in width. RC AA MC
Planning Commission:
1) Met 4/2/97: * Reviewed the request by the Township Board to increase
the setbacks in the proposed adult business ordinance. Motion was carded
to establish a 1,320 ft (1/4 mi) setback requirement from an existing residence,
church, state licensed day care facility, public library, public park,
public educational facilities serving persons age 17 or younger, an elementary
school, or high school; 660 ft (1/8 mi) setback from the road; 200 ft.
setback from the property line on each side, and apply this to agricultural,
commercial, and industrial districts. Motion was also carried stating that
an adult business must be located at least 1,000 ft. from another adult
business. *Under new business, a "dark sky ordinance" will be reviewed
at a future meeting alter receiving information from Petoskey's ordinance.
Lake Association: No report.
OLD BUSINESS: None.
NEW BUSINESS:
1) On the MOTION of Anderson, supported by Lewis, the Board approved
repairs to Wilson Hill Park Boat Ramp by Lee Farmer at a cost not to exceed
$200. RC AA MC
2) On the MOTION of Griffith, supported by Voelker, the Board appointed
Cathy Lewis as monitor of charge cards and charge accounts.

CORRESPONDENCE:
1) Received letter from Senator Bill Schuette indicating the Governor's
proposed revenue sharing for Hamlin Township is to be $166,803 which is
up 6.1 percent from fiscal year 1997. The bill has not yet been signed
by the Governor.
ANNOUNCEMENTS:
1) Minutes available from the Mason County Township Officer's Association
Meeting held on January 23, 1997.
2) Notice of public hearing, Wolverine Power Supply Cooperative,
Inc., who wishes to implement a transition cost surcharge to be held on
April 9, 1997.
3) Soil Erosion and Sedimentation Control Permits issued in the month
of March to: 1. Gerald Tulpa, Farmington Hills, was issued a permit to
remove existing seagate and replace closer to boatwell entrance and install
two 10 foot long fender walls extending 8 feet lakeward of existing seawall
to dampen wave energy on his Hamlin property located on North Lakeshore
Drive.
On the MOTION of Petersen, supported by Lewis, the meeting was adjourned
