REGULAR MEETING
September 11, 1997
The Hamlin Township Board met Thursday, September 11, 1997 at 7:30 p.m.
at the Hamlin Townhall.
Present: Griffith, Lewis, Anderson, Petersen,
Voelker. Approximately 8
people in attendance, including B. Forgue. K. Lemke, M. & R. Rodriguez
Ms. Griffith called the meeting to order and then led the Pledge to the
Flag.
COMMENTS FROM THE FLOOR: None.
K. Griffith amended the August 14, 1997 minutes to include the amount ($2,800.00)
of
Jabrocki Excavating's bid to demolish the Sunkist Cottage. On the MOTION
of Voelker,

The Treasurer's Report through August 1997,
General Fund: $245,354.41 was approved on the MOTION of Voelker, supported
by Lewis. RC AA MC
Budget amendments totaling $500 in an increase in revenue in account 609
- Land Divisions was approved on the MOTION of Lewis, supported by Voelker.

Bills totaling $17,980.71 in the General Fund were approved for payment
on the MOTION of Lewis, supported by Voelker. RC

Bills totaling $2,307.27 in the Fire Operation Fund were approved for payment
on the MOTION oflewis, supported byAnderson. RC AA

COMMITTEE REPORTS:
Fire Department:
1) T. Tenney and C. Bray are officially on the Fire Dept. roster.
2) Meeting concerning High Band Radios is scheduled for September 12, 1997
at 10 a.m. at the Fire Station.
3) Incident Command class will be held at Custer Fire Dept. on September
13 and 14, 1997 from 8 a.m. to 5 p.m. at no cost to our dept.
4) The Dept. discussed Workman's Compensation and would like the Board
to look into their current coverage.
5) The Dept. voiced their concern over the poor condition of fire boots
indicating that at least six pairs need to be replaced. Steve will get
cost.
6) Fire Prevention Week activities are being put together by Andy and Eric.
7) Dry Hydrant on Stiles Road at Lincoln River was installed and tested
on September 7, 1997.
8) Fundraising was discussed as a possibility for the purchase of a Thermal
Imaging Camera. Representatives will be contacted to conduct a demonstration.
The cost is estimated at $18,000 for a camera.
9) Bids were received from Greene Electric, Ludington Electric and Corey
Case Electric for the updating of electrical service at the Fire Station.
On the MOTION of Voelker, supported by Petersen, the Board approved Greene
Electric's bid of $750.00 to upgrade the electrical service. RC

Planning Commission: Met 9/3/97:
1) S. Armstrong will confer with Tony Groves from Progressive Arch. Eng.
as to the interpretation of the 100' boundary as defined in the current
zoning ordinance. Is it 100' from a residence property line or from a building.
This will be discussed at a future meeting.
2) The Board tabled discussion on the "dark skies" ordinance until a full
board is present.
3) Possible rezoning of Laman's Landing from Residential to Campground
or Mobile Home will be discussed at a future meeting.
4) The Board is also reviewing the allowable sizes of garages and accessory
buildings in ratio to the home.
Zoning Board of Appeals:
1) Will meet Monday, September 22, 1997 to review
three applications for variances. There will be a training session for
the Zoning Board members with Township attorney Roger Anderson one hour
prior to the meeting (6:30 p.m.)
Townhall & Grounds:
1) The painting of the buildings will be put on hold until the spring.
However, the Board will look to see if there is any left over paint to
touch up the bad spots before spring.
Transfer Facility:
1) K. Griffith indicated there is a new phone number (Manistee number)
to call for refuse dipping.
2) Due to the backup of traffic at the paper bin, the paper recycling bin
will be moved below with the other recycling bins at the request of W.
Sadler.
Parks:
1) On the MOTION of Lewis, supported by Petersen, the Board accepted Ross
Survey's bid of $760.00 to survey the South Bayou Park.
RC AA MC Ross Survey will provide an estimate for the inventory
of trees and the showing of elevations at a later date.
2) K. Griffith indicated that Sunkist Cottage has been removed (demolished)
and the area looks real good.
Roads:
1) A. Anderson voiced her concern for the sealcoating done on Nixon and
the dip in Roosevelt Road was not repaired. K. Griffith will write a letter
to the Road Commission indicating our unhappiness with the work performed.
2) A. Anderson informed the Board that there is concern over the fact that
Decker Road on the east side of Jebavy has no speed limit signs posted.
With the amount of new homes being built and more children to that area,
the residents feel a speed limit sign is needed. K. Griffith will write
to the Road Commission requesting a speed limit sign be placed there.
Lake Board: No Report.
Lake Association: 1) For tax purposes, the
Hamlin Lake Association is now called the "Hamlin Lake Preservation Society".
OLD BUSINESS: 1) The Board tabled the discussion/
purchase of new tables for the townhall until further investigation is
done regarding what would be the most practical to fit our needs.
NEW BUSINESS:
1) The Board reviewed combining the Recording Clerk position
with the duties of the Office Manager as a money saving plan and to return
the job to a central location. When the Office Manager performed the duties
of Recording Clerk for both the Planning Commission and the average monthly
cost was $38.70. When these duties were separated from the duties of the
Office Manager, the average monthly cost increased to $117.12 per month.
By reassigning the recording clerk duties back to the Office Manager, the
Township should realize a savings of $78.42 per month. On the MOTION of
Griffith, supported by Lewis, the Board approved recombining the duties
of the recording clerk into those of the office manager. RC

2) K. Griffith informed the Board that both Bill Schuette and Bill Bobier
will be attending a meeting in Lansing next week to oppose the drilling
of oil under the State Park. She further indicated that in a magazine,
"Great Lakes Bulletin", there is an article listing all the accidents that
have occurred in Mason and Manistee from 1980 to 1997. Anyone interested
in reading the article can do so at the Townhall.
3) On the MOTION of Anderson, supported by Petersen the Board would like
to go on record in support of the Mason County Jail Proposal that will
be on the ballot for the November 4 election. AA
MC . Lewis will forward a copy of the minutes to Mr. Fabian Knizacky
informing him of the Board's position.
CORRESPONDENCE:
1) The Board received information of a public hearing to take place on
September 23, 1997 in Lansing regarding Basin Pipeline. Basin Pipeline
would like to construct and operate the Basin Pipeline System in Manistee,
Mason and Oceana Counties. For more information, contact the Townhall.
ANNOUNCEMENTS:
1) US Army Corp of Engineer application for permits (August):
a) Pere Marquettt: Charter Township has applied for a permit allowing for
proposed dredging by mechanical means approximately 30 cubic yards of material
from a 36' x;55' area d the waterway to a depth of .5' below Low Water
Datum elevation of 577.5' based on International Great Lakes Datum (1985).
They also propose to discharge 82 cubic yards of limestone aggregate in
a 46' x 72' area establishing a base for a concrete slab boat ramp to be
constructed along 36' of shoreline and exrtending 72' in Pere Marquette
Lake.
b) The City of Ludington has applied for a permit to construct. an 8.7
acre marina basin in a 13.5 acre site located west of Rath Avenue, northeast
of the h/iichi,oanlWisconsin Car Ferry Dock and south of Filer Street.
2) A Department of Environmental Quality permit has been applied for by
David J. Hall, 4322 N. Lakeshore Drive, to construct a steel bulkhead approximately
384 feet in length and landward of existing riprap, placing appror;imately
75 cubic yards of clean backfill material on Hamlin Lake.
3) The Department of Environmental Quality has issued a MDEQ Violation
against the Township of Hamlin indicating a permanent dock was removed
and relocated within one foot of the adjacent property to the east.
4) Minutes of the August 18meeting of the Western Mason County Fire District
Authority are available upon request.
5) Soil and Sedimentation Permits issued in the month of August to:

On the MOTION of Petersen, supported by Voelker, the meeting was adjourned
