Correspondence: Three letters of objection were received from neighbors Richard & Marilyn Austin, Ken & Barbara Drange, James & Nancy Keller. The Morrows came in person to support the request for horses.
Discussion centered around the size of the lot and the ability of the owners to control the manure odors. Concern was voiced about no shelter being in place and the limited size of the corral area.
Motion: Motion made by B. Matthews supported by M.
McCarthy to allow the property to be used for up to 2 horses provided that
a shelter is built by Nov 15, 1998, no other horse operations are carried
on, manure is removed as needed, heated water tanks are provided, there
no signs of neglect and foals are removed after weaning.

Old Business:
Suggested that the Commission begin reviewing the Zoning Ordinance
and the 1989 Future Land Use plan. Discussed the need to address
the Special Land Use provision in R-1 for Small farming. This provision
allows for horses, small animals and a host of other farming uses. The
Board discussed clarifying lot sizes, classification of different animals
as pets or livestock (goats, horses, pot bellied pigs, ducks, chickens
etc.). Maps were passed out and the Board members encouraged to think about
this issue.
No mention was made of communication tower regulation or cleaning up dual zoned land.
New Business:
R. Petersen suggested that in the future Special Land Use hearings
be separate from the Regular Planning Commission meeting.
The next meeting to be Oct. 7, 1998 at 7:30 PM.
There being no further business before the Board, M. Rodriguez moved that the meeting be adjourned at 9:53PM supported by R. Petersen.
